Powerbook G4 Battery Not Charging

First off i have a new charger and battery so i know that's not the issue.

Powerbook g4 battery not charging. The DC- Inboard is faulty and needs to be replaced. If we unplug the AC Charger it automatically shuts off so we cannot start the computer using battery power only. Thanks for any help.
